In order to get the TDC started, its initial operating rules and regulations and the terms and conditions of use of the TDC Forum are and would be set by the organizers, with as much help as possible from the members. These rules and regulations shall be reviewed by the members once there is a critical mass of members with a view to propose any necessary or desirable amendments, after discussion and debate, for adoption by the members.

For the purpose of the preceding paragraph, “a critical mass of members” shall be a quorum of 100 active voting members.
