Most probably, for every decision made by the People, some people will be INITIALLY against it. So the only way the People could make a decision is by a majority vote that by definition is at least 50% +1.

However, for a democracy to be workable, those who are not with the majority on a particular issue or decision have to agree before hand to accept the decision of the majority. It is this acceptance of the majority decision by the minority that makes a democratic decision by the People possible. In other words, with this acceptance of the majority decision by the minority, the People as whole approve the issue or decision achieving 100% consensus.

Now this acceptance of the majority decision by the minority has the following implications:

1 The decision must be made for the benefits of the country and ALL the people;

2 The decision must not be made solely for the benefits of the majority. Otherwise, this would lead to democracy failure (when the minority no longer accepts the majority decision) and the democracy would degenerate into the Tyranny of the Majority.

3 Persons adversely affected by the majority decision must be fairly and adequately compensated.

Moreover, in general, a person would not be with the minority all the time. There are times he would be with the majority too. So the disadvantages he may suffer when he is with the minority in any particular issue or decision would be offset by the advantages he may gain when he is with the majority in some other issues.
